NASEO Webinar: Energy Efficiency and Conservation Block Grant Suballocation Options and Considerations (State and Territory Energy Offices Only)

The authorizing statute for the Energy Efficiency and Conservation Block Grant (EECBG) program requires that states subgrant at least 60% of their allocated funds to local governments that are not eligible for allocations directly from the federal government. This discussion will help states understand key considerations as they design their suballocation process, including different allocation structures (first-come-first-served, competitive, formula) and options to prioritize disadvantaged or underserved communities. The meeting will also examine the need for states to manage expectations and coordinate projects with local government to maximize the use and impact of the funds. The meeting will start with a brief presentation from Molly Cripps, Director of the Tennessee State Energy Office, highlighting how Tennessee is approaching its EECBG efforts, and we hope you will join us equipped with insights, experiences, and questions that you are grappling with.
